Between the Ecological Transition, building renovations, the fight against energy poverty, and cost control, public housing organizations face numerous challenges. In this context, the issue of energy is no longer limited to its uses alone but also depends on the capacity of infrastructure to sustainably support the desired objectives.

With more than 5.4 million housing units affected, the social rental housing stock—like the entire building sector—must transform to achieve Carbon Neutrality by 2050. To achieve this, landlords need solutions that are effective, scalable, and tailored to the diversity of their housing stock.

The natural gas network: An asset for the Energy Transition

Among the decarbonization measures that are immediately available and operational, the local governments’ Gas Distribution Network plays a vital role. With a nationwide presence, it already enables the collection and distribution of growing volumes of Renewable Gas, thereby contributing to the Energy Transition and the gradual transformation of the Energy Mix.

By leveraging an existing, shared, and efficient network, Biomethane produced locally from local organic waste can find its way to social housing buildings. Better yet: gas infrastructure is constantly evolving and adapting in step with the sector’s growth, contributing a little more each day to reducing carbon emissions from social housing stock—and from local governments.

Spend Wisely to Renovate More

In addition to its role as a network operator, GRDF provides social housing organizations with its expertise and decision-support tools to help them manage their Decarbonization strategies and control energy consumption.

Among these tools, PrioRéno Social Housing helps identify the most energy-intensive buildings and prioritize the actions to be taken. By leveraging consumption data collected by the Smart Gas Meters deployed by GRDF, landlords gain a more accurate picture of their property portfolio and can target their investments for greater impact.

In addition, the Civigaz program, run in partnership with the Agir contre l’exclusion (FACE) foundation, conducts Awareness Raising activities for tenants regarding eco-friendly habits and energy best practices during home visits. Originally designed to combat energy poverty and ensure the safety of installations, this initiative also offers benefits in terms of building performance and the sustainable reduction of occupants’ energy consumption and utility bills.

A partnership with many facets

The numerous local and national cooperations established with industry stakeholders are part of a concrete, locally rooted approach that benefits tenants, communities, and regions.

The 2026 HLM Congress in Bordeaux offers an opportunity to learn about some of the most recent joint initiatives. These projects illustrate the contribution of the network and Green Gas to the Decarbonization strategies implemented in collaboration with social housing providers.
